The Massachusetts problem

Massachusetts is mid-reform: the modernization act is rewriting limits and mechanics the register enforces on every sale. Here’s where the rules actually stand, sourced from the statute and the CCC’s own pages:

The April 2026 modernization act (H.5350) rewrites core retail mechanics — including the adult-use purchase limit moving from one ounce toward two, with new THC-equivalency math for concentrates and edibles. Software that hard-codes the old limits fails the day the new ones take effect.

Three taxes stack on every adult-use sale.

10.75% state cannabis excise, plus 6.25% sales tax, plus a local option of up to 3% that differs by municipality. Medical runs on separate rails. The stack is statutory — and it belongs in the register, not in a spreadsheet at filing time.

Metrc is the CCC’s seed-to-sale system.

Package tracking, transfers, and lab-result uploads all reconcile against Metrc. Seed-to-sale is the center of this product, not a bolt-on tab.
